Honolulu is the only incorporated city in Hawaii.  All other local government entities are administered at the county level.  Honolulu is the 57th largest city in the United States.

Wow, that is really interesting! I had no idea that there was only 1 actual city in the whole state.  Another piece of trivia to store away in my brain.

It sounds like the laws, codes, zoning, etc... would be a lot more relaxed then. At least that's the way it is in the rural areas on the mainland
