I came across a thread about the homeless population of Leeward Oahu.  There are about 4,000 families that live in tents and other places.  The number in fact has come down and that is a good sign of improvement.

Though there will always be those who don't want help and either prefer it on their own or are use to a certain way of living, the city and community have done so much to help people get back on their feet with new shelters and transitional housing especially for families. 
At least there is help out there it but since there are rules not all people want it.

It is to be appreciated if they want to do everything on their own refusing any help, but there need be some organizations that should come forward to provide shelters in abundance.
